A complete solution to characterisation and classification of difficult waste streams

Characterising and classifying waste can be complex, particularly for mixed and variable waste streams. While guidance and standard methods exist, obtaining representative samples and balancing data quality with cost remain significant challenges.

Chemical analysis methods are not always designed specifically for waste materials, making method selection and validation essential to ensure results are reliable and acceptable to regulators. This is especially important for persistent organic pollutants (POPs), which are difficult to measure accurately. For wastes seeking end-of-waste status, operators must demonstrate that the material has a stable composition and does not pose additional environmental risks.

The Environment Agency also has stringent requirements for sampling, sample preparation and analysis. Laboratories that cannot meet these standards risk having their data rejected by the regulator.

How can WRc help?

WRc provides end-to-end waste characterisation and classification studies in accordance with the joint environmental agencies for England, Wales and Scotland’s technical guidance on classifying wastes, WM3.

We have extensive experience in designing sampling plans for a wide range of waste streams, including complex and bulky wastes.

Drawing on our knowledge of numerous waste streams, we develop targeted analytical programmes that ensure the right substances are assessed and that regulatory requirements are met. Where appropriate, we can engage with regulators early in the process to agree the scope of work and avoid delays later.

Waste characterisation and classification services

Our in-house laboratory manages sample receipt and preparation of large representative samples, including sub-sampling, drying, manual sorting and any size reduction needed to produce a test sample. We then work with a network of carefully selected specialist laboratories across Europe to undertake advanced analytical testing. These laboratories have been rigorously evaluated to ensure they deliver reliable, regulator-approved data.

Hazardous property assessments are tailored to each project, enabling us to account for waste-specific characteristics and produce the most accurate classification possible. We have also developed advanced metal speciation techniques that improve the assessment of wastes containing metals such as copper, nickel and zinc. This avoids unnecessary reliance on worst-case assumptions and has enabled thousands of tonnes of waste to be classified as non-hazardous, where appropriate.

WRc is particularly experienced in the analysis of persistent organic pollutants (POPs) and PFAS in waste. Our detailed understanding of POPs legislation and REACH requirements enables us to provide robust technical advice and the latest regulatory guidance. This expertise is especially valuable for end-of-waste applications, where demonstrating compliance with chemical requirements is essential.

We undertake hundreds of waste characterisation and classification studies each year

We work closely with regulators to ensure that sampling strategies, analytical programmes and classification approaches meet regulatory expectations. We have delivered large-scale projects characterising complex waste streams across multiple sectors, including metal shredder residue, construction and demolition materials, waste electrical and electronic equipment (WEEE) and manufacturing wastes.

We have a strong track record of supporting operators where previous testing programmes or laboratory data have failed to satisfy regulatory requirements. Our expertise enables us to identify gaps in existing data, design robust sampling and analysis programmes and provide defensible classifications that withstand regulatory scrutiny.

Metal waste residue

Recent project involvement

  • routine monitoring and classification of incinerator bottom ash (IBA) and IBA aggregate (IBAA) for multiple operators
  • characterisation and classification of metal shredder residue for the British Metals Recycling Association (BMRA)
  • analysis of persistent organic pollutants (POPs) and hazardous substances in construction and demolition materials for the Environment Agency
  • analysis of POPs in soft furnishings for the Environment Agency
  • WM3 classification of waste arising from insulation board manufacturing
  • analysis of recycled felt products for POPs and REACH compliance to support end-of-waste applications.

These projects demonstrate our ability to combine technical expertise, regulatory knowledge and high-quality analytical data to support compliance, optimise waste management practices and unlock value from secondary materials.

Characterisation and classification of waste is a legal requirement for operators

Waste characterisation and classification are legal requirements, and some environmental permits specify testing and monitoring. Accurate classification ensures compliance and protects your reputation.
